IRASA/GRF Poem: "Revitalise the Route"

(Verse 1)
From the shores of Mossel Bay, where the dolphins play, to the forests of Knysna,
where the sunlight sways, we rise as one — ratepayers, residents, friends,
Guardians of truth where corruption ends. We're the voice of the people, not
party lines, building futures where fairness shines.

(Verse 2)
Revitalise, Reimage, Regenerate — our call, no cadre chains, no party walls. We
stand for clean water, fair rates, and light for every home that deserves it. From
George to Bitou, from Hessequa's shore, We're the watchdogs knocking on justice's
door.

(Verse 3)
Our promise is simple — transparent and clear: a vote for yourself, for the ones
you hold dear. We're not politicians; we're your neighbours next door, fighting for
value, for service, for more. The Garden Route First, IRASA strong, together we'll
right what's been wrong.

(Verse 4)
In the heart of the bay, where the Post Office Tree stands, we write new letters with
our own hands. No waste, no lies, no hidden cost, Accountability regained, not lost.
We're the guardians of MFMA's might, turning audits into service bright.

(Verse 5)
We'll fix the roads, renew the pipes, bring back trust to community life. Water secure,
infrastructure sound, A Garden Route reborn, safe and proud. From the mountain
trails to the ocean breeze, we'll govern with care and expertise.

(Verse 6)
Ward by ward, we'll stand tall, independent voices answering the call. Merit, not
favour, will lead the way for every child's brighter day. We'll protect the green, the
coast, the sky, for future generations passing by.

(Verse 7)
Safety and social well-being unite, Ward forums glowing in community light.
Together with SAPS, we'll keep watch and care for every home, for every prayer.
We'll budget with you, not behind closed doors. Your money, your choice, your
cause.

(Verse 8 )
So come November fourth, make your mark, let your vote ignite the spark. On every
ballot, choose IRASA's flame, for people before politics — our name. From
Mossel Bay's harbour to George's hills, we'll turn promises into fulfilled wills.

structures that place "party bosses" above the people. Our alliance combines IRASA's national track record as the "watchdog of municipal

finance" with GR FIRST's regional expertise in sustainable community stewardship.

The Phala Phala Judgment and What It Means for Local Government Oversight

The Constitutional Court's Phala Phala judgment (8 May 2026) is widely misunderstood as a ruling "about President Ramaphosa" or "about Parliament only". In reality, the Court delivered a constitutional directive that applies to every oversight body in South Africa, including municipal councils, MPACs, mayors, speakers, and local government structures.

The Court held that:

• Majority votes cannot be used to block investigations when there is credible evidence of wrongdoing.
• Internal rules cannot be designed or used to protect politicians from accountability.
• Political decisions must be rational, meaning they must be based on evidence, not caucus instructions.
• Oversight bodies are watchdogs, not political shields.

These principles apply directly to municipalities. Councils cannot ignore Auditor-General findings, suppress forensic reports, or use caucus discipline to shut down investigations. MPAC cannot function as a political protection unit. Councillors have constitutional duties that
override party loyalty.

For residents and civic organisations such as Garden Route First, this judgment is a powerful tool. It strengthens the ability to challenge irrational decisions, expose political obstruction, and demand genuine oversight in local government.

The judgment is not only a rebuke of Parliament — it is a constitutional reset button for oversight at every level of government. It empowers communities to insist that municipalities act lawfully, rationally, and in the public interest.
